But seriously, Bioshock is what it is. I don't see why anyone would be asking for it to change itself into something else completely different than what it is. The underwater city was one of the signature aspects of the original game.
If you really have a problem for why they didn't change the atmosphere, you could easily just play a different game, like I originally said - because it already sounds like you are just asking for a different game, BUT with the same name..

No, I'm asking for a SEQUEL with the same sort of bold originality, the same sort of ridiculous, visceral combat, the same sort of wonderful writing, the same sort of willingness to explore interesting and fresh thematic material, and the same sort of exceptional production qualities.
BioShock had a hell of alot more going for it than the fact that you could look outside of Rapture's windows and see the ocean.
Previously you said (Or someone said, anyways) that in the original game the atmosphere was something new and original... But now it's not; and therefore, the sequel should not be in Rapture now. I don't think that was the point of introducing Rapture to all of us - I don't think the main intent of trying to look and feel new was what the creators really cared about - they wanted to tell an interesting story and create a franchise out of it. Now they have, and have perfect opportunities to really let us see Rapture in more ways than we ever have with this sequel.
I don't think the point was to try to be fresh, but you seem to be stuck up over the original because it was fresh, and now the company has to go elsewhere bringing newer things that would not make any sense to the series.
