ODST's biggest change was to make a shorter campaign with no new MP and sell it for $60 that's not positive change imo

Well actually... I'd say adding visr mode, firefight and and the open night time level hub was some change.
Charging sixty dollars for a new camapign, a new survival mode and the complete Halo 3 multiplayer experience doesn't seem any more dispicable to me than Infinity Ward rereleasing an inferior version of the original Call of Duty on XBLA and PSN only supporting 8-player match at max at a higher price point than what the PC version was at the time...
It changed, just not as dramatically as the rest of them. I've never understood the people who say each halo game is the same as the last and then hype up sequels that change the same or less things than halo :P
