The PSP is a jack of all trades, and in my opinion, master of none. The PSP has some interesting games, but none really stand out in my mind as games you absolutely have to own when you buy the system. I think the problem plaguing the PSP is the fact that most if not all of the games on the PSP that are worth buying are essentially ported PS2 titles that are cut to fit within the PSP's boundaries. Not all of the games on PSP are ports, but aside from Loco Roco, Patapon, and maybe Lumines, does anybody care? Most of the people I know use it for another reason when it comes to games that I can't post on this forum. Does it have a music player? Yes. Does it have a video player? Yes. Does it play games? Yes.
If these are things you are interested in, along with decent online compatibility and better graphics than the DS, then this is the one to get.
The DS on the other hand, plays games. That's about it. Some of the games for the DS are absolutely fantastic fare that you won't find on any other console or handheld for the exclusive reason of the touch screen. I would say that in almost every regard, I would prefer a game from the DS's library to one from the PSP's in every category. RPG's, racers, puzzles, action games, platformers, all of them are in some way made better simply because of the fact that they are on the DS.
I would also add that Nintendo seems to be more interested in supporting its console with better software from its side than the PSP with Sony.
DS is the one to get if you're interested in playing games with originality, charm, and the Mario crowd.
