In essence, you're seeing what I'm seeing. A PC-type RTS as it is cannot be managed on a console due to lack of controls. Unfortunately, RTS hermits (perhaps a term for them--"god-wananbes"?) feel that this is the only way an RTS should work--micromanagement and all. And I agree with you. RTS's designed specifically for consoles (or at least for a simpler control scheme) can be done. I have thought, for example, of ways where simplifying the controls would both be more challenging and truer to real life. Will it be well-received? Well, there's the gamble. Blizzard and its complex RTS's at least have a fan following and a good reputation that allows it to sell well. Step out of the mold, and you're into uncharted territory. As for the developer, well the hermits have a point. Their track record of past games isn't exactly the kind of thing you'd wanna write home to mama, if you get what I'm saying. The RTS formula set out in the early 90s has been so stringently adhered to for so long that it's barely even occurred to anyone to try and change it. The entire game structure can be reworked in such a manner that it does work with a pad. I don't know how exactly, but everything can be made to work if the game is built specifically for the controller in question.
