For example, I'm playing Elder Scrolls 3: Morrowind which is several years old and my computer should be able to handle it easily, and it does except that there is a lot of annoying pop-up because the draw-distance is not far enough, they did a good job of hiding this though as there are many corners and turns and obstacles that are in the way of stuff that would be popping up if there was nothing in front of them. Also, they use the familar hazy fog to try and hide the pop-up. The designers had to make it like that because they had to take into account lower-spec PC's, I mean the game was quite demanding for the time even with those things taken into account. If the game was made to the specs of the top of the line PC's of the time, the changes could have gone even more so then just cosmetic changes. Uhh, you could've used a more recent example, like, you know, Oblivion. Which uses a similar tile based structure, et cetera. However, with just a bit of tweaking in configuration files transforms the "pea soup" textures you see on the far off tiles into much more detailed ones. Then, using more tweaking you can set the game to preload concurrent tiles so that the effect is diminished even further.  In other words, you can optimize the game so that it'd use a high end PC's power for better looking surroundings. The only reason why you have to tweak config files for that is because of the highly experimental nature of those settings and the fact that it was optimized for the 360.

Besides, even if the tweaks are unavailable you can pour all the extra porcessing power you have into AA, AF, soft shadows, and a lot of other resource-heavy techniques available depending on the game. Then there is the matter of frames per second...

So believe me, running Crysis on such a high end card will give you a lot of benifits. 

Morrowind is a rather old game, and a very bad example for your argument.

Also, try using the tile merger. It is a mod which merges all the tiles, making the draw distance infinite. Just go look it up on Google.
