Though yea the Blowouts really seem to add that sense of vunerability - I wonder how the a.i reacts to it.
It did get a little bit tougher everywhere - enemies spawned slightly faster and there were a little more of them all around the place, lategame.
But eventually getting the exosuit and g36 essentially made you a human APC, yeah. Only problem was you couldn't run - and replacing an exosuit is hideously expensive.
Oh and on to blow-out NPC reactions... spoiler warnings.
The maker of OL hasn't modded the AI response much - they only crouch on the ground with their hands above their heads, shaking in fear. I doubt the blowouts even affect them in any negative way other than temporary disability - but then, it would be hard for any NPC to stay alive if there was.
They don't carry sufficient amounts of vodka, antirads or medkits to survive the superconcentrated radiation burst - and since the damn thing affects you the same no matter where you are, they won't be able to protect themselves using buildings.
Oh and remember the problems people had with weight and all that? You can drive vehicles in OL1.005.
