Not too much is lost in translation, Kojima is just a weird dude. The stories do make sense (at least most of the time), but he takes such mind numbingly stupid routes from point a to point b that it comes off as a total clusterfuck. At a certain point I found that stuff enjoyable but over time it's just become "ughh Kojima".
You're absolutely on point with the anime bit, that's basically what MGS is.
The hype comes down to his game design though. Kojima is a creative son of a bitch. Even within the confines of the MGS series he was always pouring new ideas into his games or putting major twists on old ones. He has an eye for detail and ways of working interaction into his games that are second to none. His games are full of variety and guarantee replayability. He's no slouch with the mechanics or level design either and in the case of MGSV his team delivered gold on both fronts.
The guy is a master of producing flawed gems. Just about all of his games have "wtf, but why?" glaring flaws that stick out like a sore thumb against the backdrop of an otherwise excellent game. But you can always trace those flaws back to the fact that he was experimenting with the formula, trying to do something new. Sometimes it pays off big, sometimes it's a dud, but at least you're in for something different.
That's the only reason why I'm looking forward to this game. The trailer does nothing for me, but I do expect Kojima to deliver on a fresh play experience with some quality design.
