It's commentary by the guy writing the news piece.
I think the guy just doesn't know what he's talking about.
The engine is DX 11. That means you need Vista/Windows 7 + DX 10 or DX 11 hardware.
According to the Steam survey that's over 60% of the PC population (people still runing XP for some stupid reason).
But there are only 6-7% of people with DX 11 hardware and a modern OS.
I think that's what the journalist is talking about. You won't be able to see stuff like direct compute + tessellation without that particular configuration.
But the comments about how that means most PC gamers will be on par with the consoles is just ridiculous.
1080p 60 FPS is NOT on par with consoles.
64 players larger maps is NOT on par with consoles.
High resolution textures, a ton of dynamic lighting, AA + AF is NOT on par with the consoles.
Even without DX 11 hardware this game will look a generation ahead from the console version.
