An easy solution to the radio spam problem is to not have the radio spam. You know, how spotting dudes work in BC2. Either don't have the audio cue, or only play it when it's within a certain radius of the player. They could also do nifty context sensitive messages. "Enemy infantry on your six!" and such.
The problem with the Commander, according to DICE, is that it's just one person out of 32 who gets access to all these tools. Distributing them amongst the team gives more players more options. I think squad leaders having access to UAV's and vehicle drops would be a decent way of distributing those tools.
I think there's room for an overseeing role too though. But I don't know if anyone would be interested in just watching a satellite feed, relaying orders, waypoints and coordinating squads. Especially on public servers where you can't rely on people actually following your orders, or the Commander actually knowing what he's doing. It's a cool and unique position in a game like this though.
As much as I enjoyed commander I have always agreed with the statement that it has been to much power for one player. I've seen one player ruin the game for the other 31 players on the team far to often to see how it could be fixed properly.
I never played BF2 but the commander system really does sound like it had some flaws. And that would P*** me off if I had a bad commander. It was a good decision to omit it that way and just have squad leaders instead in my opinion
