There wouldn't be a win or lost if you didn't turn this VS debate. A discussion doesn't need to be VS debate i.e. information sharing is not VS debate.
You just have to look around more and don't rely on just the PC market.

SnapDragon 823 has quad-channel 32bit LPDDR4 2166 MHz (69.3 GB/s) or dual-channel 32bit LPDDR4 2166 MHz (34.65 GB/s).
For Pascal Tegra, I expect NVIDIA to catch up to Qualcomm SnapDragon 823's LPDDR4 memory channel configuration and then offer it to their potential customers. NVIDIA is competing against mobile SoC giant Qualcomm (the other red team).
Not including Apple's ARM based SoCs, high end Qualcomm SoC devices is the premium product over competitors.
It's up Nintendo to select a configuration for their PCB which is based on their willingness to pay for it. Nintendo's track record is to go cheap approach and this is not NVIDIA/AMD/Intel/Qualcomm's problem.

What makes this rumor feel particularly sketchy is its Weibo originator hints at the Samsung Galaxy Note 6, an “unknown” Sony Xperia, and… LG G Flex 3 coming soon with SD823 power.
PS; The reason I selected Forza 6 Apex is due to lower API level DX12 and closer to Vulkan. PC's DX11 is a dead end API.
