That is raw materials. That means a hunk of plastic, metal and whatever else is in the 3DS. Those haven't been manufactured into parts or the system itself. Then Nintendo also has to pay those who work assembling 3DS and what not. Including shipping and retailer's cut of the profit, and you can quickly see that the 3DS is almost definetely selling at a loss.
