People go where the deals are. Steam just happens to have a lot of them. People wouldn't talk about Steam often if they weren't able to get high budget games for $5-$10. It doesn't matter if the sale is for a week or for one day. The fact that the consumer has the chance to pay the cheaper price is the reason for Steam's popularity.
You're going to see competition from both digital and physical retailers. Not all sales are going to be fantastic on Steam. The majority of them just happen to occur on Steam.

What high budget games can I get for $5 to $10? It does matter if the sale is for 1 day only. Some of us have better things to do than check steam every day.Whether someone decides to check Steam everyday or not isn't the point. The fact that games like Bioshock 2 or GTAIV Complete go on sale for $5 and $10 (respectively) is why people like to buy their games through Steam and other DD services should their sales be better.

It literally takes 15 seconds to see what's on sale on Steam. It's not a task that requires you to pull an all-nighter.
Google > Search for Steam > Click on first result > Look at the spotlight ad on the top-right or check top sellers.
...and you're done for the day. If you frequent these boards also, you will see that some users will post when Steam is having a sale. There isn't really an excuse for missing a sale. If you miss one sale, it will always return in the future one day.
