If you haven't joined this gen yet, than there's no point in saying that the PS3 is a "for sure" purchase as a new console owner will be exploring exclusive backlogs for each platform that they do get and they share multiplats.
So really, I guess if you don't have a blu-ray player and the exclusive line-up appeals to you, than yes, the PS3 system is the one worth purchasing. But most folks do have a blu-ray player, and will be judging by the exclusives, and I guarantee you a lot of people will want to catch up with the Halo and Gears series and there is no reason for them not to.
Certainly, there will be the online paying portion and some may not be happy with that. But the "third party exclusives" on PS3 are so minor and there are numerous "PC/360" releases like Alan Wake, Metro 2033 and The Witcher 2 worth checking out on the 360 that it makes it a viable option as well.
If you're buying a new system today, there's no reason to not consider any of the three as a potential purchases.
