From what I've played and seen so far, it sure seems like it.
The PC version, at least.

From the way it looks Just Cause 2 has what GTA is supposed to have. Free play (do whatever) replay value. GTA IV unlike past gta's (III, Vice City, San Andreas, Liberty City and Vice City Stories) focused so much on story this time that they didn't add anything to wreak havoc in the city afterwards.
But I'm thinkin the next GTA will have a much better balance of seriousness in the story (This is the first GTA game I know where my friends all actually finished it) and more free roam features as in the past.
Also I think the driving in GTA IV is over exaggerated a bit. It's more realistic than any other GTA. But in IV I can take a turn and loose control at (what feels like 30 mph) When in real life I take the turn by my house (90 degrees) at 20-30 miles per hour, and Still have to pull my e-brake to slide...ON SNOW... It's not a bad direction I don't think, I just think it needs tightened up a bit. ok done ranting now.

I haven't played Just Cause 2 but I doubt it. I'm sure there will be many people that like it more, but I doubt it'll be as much a quality product as GTAIV. A more high octane playground/=/a better game. Also, it sounds like the story is lackluster and the shooting aspect sounds broken.

The graphics seem technically better, but I think that the artistry of GTAIV's visuals makes Just Cause look quite generic and by-the-numbers.
I'm not sure how much I would like JC2 because I'm not the type of gamer who likes to just play around in theenvironments. I like doing the story missions the most andI'm not sure how good the story missions are. Somebody who has played the game will have to tell me.Ever since I started playing GTA, while my friends would just go around causing havok, I'd be doing the story missions.

I like everything about the gameplay direction of Just Cause 2 more ('sploding stuff is much more fun for a quick play than the crime drama stuff in GTAIV) but it's extremely lacking in polish. I also hate the auto-aim getting in the way of my ridiculous kill methods some times. I like Just Cause 2 more than Grand Theft Auto IV, but I can definitely understand somebody thinking Just Cause 2 is garbage.
Well, I'm currently waiting for them to ship a motherboard replacement for my PC so that I can replace it. Until then, idk. I did try the demo on ps3 though and enjoyed it. I'm expecting far superior visuals on PC and much better controls (as usual due to KB/Mouse). Based on the demo I'd say yes though. There's just so much to do in JC2. I did beat GTAIV on PC as well and enjoyed that. The over the topness of JC2 is just perfect though.
I got bored with GTAIV :( The writing was alright, but the story dragged on too much and the constant calls from the cousin guy made me want to break things. On top of that, there wasn't really anything to do in the game outside of missions. I really can't for the life of me figure out what made everybody like it so much.
GTAIV is in a totally different league. There is a reason why one got a perfect 10 while the other barely achieved AA.

Well, GTAIV is my favorite game of the generation, so I'll tell you what I loved about it.
Having played both, i am enjoying Just Cause 2 alot more than GTAIV.djsifer01yeah more crazy action and more to blow up and the environments look better. and there is way cooler vehicles.

How is it hard to compare a game, any game, based on how fun it is? Things don't have to be alike in order to compare them. Cake >> Tofu.... are they at all alike? NO.... can you compare them? YES
Just Cause is a video game, GTAIV is a video game... you can compare them. It wouldnt even matter if they weren't in the same genre. Watch....
Halo3 is more fun than MGSIV.... see, it's easy.
Anyway... on topic, Yes Just Cause 2 is more fun than GTAIV.... the same lvl of presentation surely isnt there, but its way, WAY more fun.
story wise? GTA IV slaughters it. But Just cause 2 is a much better sandbox game. You can honestly buy this game and ignore the story completly and spend countless hours on it. Thats what i missed from GTA IV. The story was great, but when i wanted to just mess around it was very limited.

High production values, yes. Um, things were very shiny in the game? I don't know. I can't see anything other than the high production values. I don't think the story was good. It was passable for an action plot. The characters were all hyperbolic, which seemed out of place in the serious tone that the rest of the story seemed to be trying to create. Plus, it was sort of boring. Not a lot to do. Sorry, gets a 7 from me, and that's only because of the fun I had with the multiplayer after forcing myself through the story.

Read the reviews. They explain themselves perfectly. I respect the score you give it (though I disagree with it; I would give the game a 9.75) but don't pretend that they gave it a 10 for no reason.

WHen you break down a game, take it apart, and judge it.... presentation, story, voice acting.... its all important.... but it all takes a back seat to 1 thing..... IS IT FUN TO PLAY?
I enjoy high production values in my entertainment... but I play whats the most fun.... I don't pick up a game, and say.... "well, this game sucks... oh but, Denzel Washington did a voice over..... I'm getting it."

Okay, look. For me, JC2 is the better game. Hell, I also think that Saints Row 2 is a better game than GTAIV. I'm sorry that I tried to convince everybody else of this too. But the fact is that I don't think GTAIV is very good. I think it's a shiny package with disappointing contents. I've read the reviews, I hyped myself to high heaven before its release, I played through the story and I played the multiplayer. It just wasn't fun. So here's the rundown: For me, it is simple fact that GTAIV isn't great. It is also simple fact that I enjoy Just Cause 2 and Saints Row 2 more than I enjoyed GTAIV.
Okay. That's all I can say.

That's not neccesarily true though. One can have fun with something they still think is pretty lackluster.
For example, Time Crisis 4+a lightgun is fun IMO. But I still see TC4 as a mediocre game. Sonic Unleashed is fun IMO. But I still think it's rather lackluster as an entire package.

I'm not trying to force you to think it's a great game. I'm just saying that the reviewers had very well-explained reasons for why they gave the game a 10.
