If you come out of cover for even a moment they punish you and they are always moving around trying to flank you etc.
The game is also pretty tactical already since it encourages the use of a cover system to break up gunfights and stop you from just running in all guns blasting. These are all moot points.

i have played it A LOT at my friends house (cant afford a ps3, i want one though for games like GoW and FF) the game is neither that difficult nor is the AI very smart. have played serious sam or painkiller? if you have you would understand what i mean by action packed. shooting people on rails is not action packed nor very difficult compared to the craziness of serious sam. have you played arma 2 or stalker? you would see what a smart AI is and what tactical gameplay is. have you played battlefield 2142? you would see a game that does vehicles and mechs right (not really a good point here because they might actually make mechs interesting, but it has been done before and done very well).
edit: also you cant compare rage to kz3 due to the fact that rage might come out in 2012 (they say 2011 but games always get pushed back). also no engine has technology that is even close to id tech 5, only the cry engine does
AI being hard, and AI being smart are two completely different things. There are plenty of games where the AI is dumb as hell, yet they have the ability to whipe out players in seconds. Killzone's AI is awesome, even compared to most PC games out there.
