Play any game from your digital library on any PS4

PS4 Will Allow You To Play Your Games From Multiple Consoles

"You can visit your friends house and log into your account and play any game from your digital library .............. with Play As You Download you get much quicker access to at least the first section of the game so you can start playing quicker. So this makes a digital library a practical option in the real world.

Looks like Sony is taking a shot at Microsoft's family share feature (no longer implemented due to DRM policy flip flop).

EDIT - Some sort of security feature will probably be implemented to make sure someone can't download their content to too many PS4's. The PS3 already implements this kind of security feature to prevent wide spread game sharing.

and the play as you download thing is very misleading,

they don't tell you that you only download one portion of the game, play it while the other part is downloading.

Because Microsoft was allowing 10 different accounts access the same library of games. This only lets you access them if you log in on the same account.

The question is can two people play that same game at the same time?
