Nowhere in that quote does any Giant Bomb staff member criticize the the cost or difficulty of making PS4 Neo features or claim that a developer is "not happy." That is all coming from Colin "please send me your donations" Moriarty.
Spin it. Right here they even state that they are two different systems, that will have to be sold side by side, that each system will have different mandates from Sony, requiring them to meet certain standards for one machine (REQUIRED), and not for the other:

They will be required to make a day one patch for September, add parity support for peripherals as well.
So yes, we have a confirmation that many developers are NOT happy with this, and even the leaked papers are showing some Sony requirements and patches that will have to be made.
