Its not the PS4s GPU, which is what you state in your tipic title.
The PS4s custom GPU is: a 1.84 TFLOPS, AMD Radeon Graphics Core Next engine -- so it could be based off of something else, it would not be that something else

PS4 : 1152 SPs, 72 TMUs, 32 ROPs, 176GB/s bandwidth.

Also, for PC you need higher than the console equivalent.
I doubt Sony buys them on newegg. They buy them in large numbers so they pay even less per card.

But yeah, it was quite disappointing to see how no 'next gen' game blew away a 'current gen' PC game as was the case last time new consoles were introduced with Killzone 2 on PS3.

Good lord, people really believe this stuff? While the PS4's GPU is close to an off the shelf type of GPU, it is NOT the same thing. It is a custom made APU (CPU/GPU on 1 die) that can not be purchased right off of the shelf. If Sony is 'getting' these from anywhere, it is from AMD themselves, or at the least one of AMD's manufacturers. So to clear things up, the PS4 does not have just a GPU that you can go purchase anywhere at all. These are custom designed parts...same for the Xbone.I doubt Sony buys them on newegg. I don't see how there could not be optimization in a consoles production life, nor do I see how a PC running a game differently than console that has different hardware is an indication of anything whatsoever.
Frankly though, since no console manufacturer will ever tell us how they build their consoles we have no way of knowing one way or the other.
All we know is that consoles are built to exact specifications and then the games are built to run on those specifications.

Sony likely pay AMD around $20 per APU but of course they are buying them in the millions, an entire PS4 probably costs in the region of $250 for Sony to manufacture. Same goes for MS, although the cost for X1 is probably higher with the Kinnect.
Before anyone asks, I have no proof just logical supposition and the ability to make wild guesses. ;)
