Well sure, but is that a fair comparison? Imho, in their vanilla state, TW3 is a much better RPG title. Fallout 4 severely lacks polish and production values TW3 offered when it launched.

Yes and no, while TW3s story and characters are far beyond Fallouts, Fallout's openess can allow for more personal role playing, mods can add to that even further.
Fallout 4 is just about exploration, nothing more.

I enjoyed Fallout 4 but in many (most even) regards its not even in the same league as Witcher 3
That's a tough one for me. I finished the Witcher 3 at around the 200 hour mark, loved it, one of the best RPG games I ever played. I'm still playing Fallout 4, around 40 hours in, love it as well. Each game does things better than the other.....Fallout 4 is more a "self-contained" adventure than W3 imo....sometimes I felt a little lost in W3 because I had not played the previous titles.....F4 is more user friendly in that regard imo.
Technically speaking W3 is a more polished product than F4, top notch production values all around. Truly feels like a next gen RPG. F4 is sometimes rough around the edges graphically speaking, but by and large, and especially where art design is concerned, I'm fine with the graphics in F4....but W3 wins otherwise in this area. Other minor details like that, but overall and mostly because I prefer the setting and story more(I also really like VATS for some reason), I would choose F4. But really for me they are both 10/10 experiences. Just clear your schedule if you decide to tackle one of those babies, these are enormous, enormous games.

Mods are always awesome. But, strangely enough, personally, I couldn't play The Witcher 3 with mods (except visual ones), simply because the game is nearly perfect in almost every way.
On the other hand, Fallout 4 offers massive number of areas that could be improved by modders.
Somehow while playing, The Witcher 3 sends the message that the game was made with love and enthusiasm. I don't get the same feeling while playing Fallout 4.

I played both. The easiest way to determine this is asking the following questions; how many insane memories do you remember from fallout 4 and Witcher 3.
Fallout 4 despite being an insane game, barely has any high Moments. It's all meh. The good point of the game is being open world. But it's so one dimensional that you feel like you have been there before.
Well one is an RPG, the other is not, so only one fits your question?
FO4 while being an incredibly fun game, utterly fails as an RPG, there are rarely consequences for the choices you make (which the witcher nails) Leveling is pretty much a case of min maxing, and is more in line with dungeon crawlers (which are not RPGs, they too existed before pc/console gaming, but with you know all RP stripped).
When it finally pretends to have choice it is just at the near end with which faction you side with, with an ugly "this decision can not be undone" message popping up, why should that ever be highlighted in an RPG? And even at that those decisions does not at all gel well with everything in the game up till that point.
So FO4 fails at placing the player IN the story, as much as telling it around the player, there is little to no choice, outside "who should win" The game is more focused on exploration, combat and looting.
This is all fine, but I can not call FO4 an RPG, I could not call FO3 an rpg either, FO4 IS however a really good game, so if the question was "which is the better game" It would be harder, but I would say The WItcher 3 wins by default, by remembering that it is an RPG.

Witcher 3 has better writing and voice acting but Fallout 4 has better stories. It also has a waaaaaaaaaaaaaaaaaaaaaaaaaay better open world, like, thats not even remotely close.
Fallout 4, outside a couple parts, has poor storytelling.
The Witcher 3's side storytelling is epochal, and makes the game the great it is.

Fair statement, but I believe that W2 and D:OS offer probably the best alternative to those two games in the RPG department in 2015.

On topic: Between those 2, I didn't play Fallout 4, because I don't like Bethesda games. The Witcher 3 is a good game, so The Witcher 3.

I've only played F4 so far, but I think Witcher 3 is the better game. I also think that I would enjoy F4 more than W3, but W3 seems more polished and just a better put together game overall. Can't vote as I haven't played W3 yet, but I think W3 should be the winner.

Oh i 100% agree, TW3 is up there with my GOTG i liked it so much i bought it twice just to support CDPR.
Fallout 4's and any Bethesda game's saving grace is that that love and enthusiasm, while not there at the beginning or barely noticeable it is added later by the modding communities.

Bethesda storytelling is amateur hour compared to The Witcher.
They are both excellent, but I give the nod to the witcher 3.
I personally preferred divinity original sin over both though. Never played wasteland 2, but it's on my list.

It honestly depends on what series you like more. I jumped into witcher 3 without playing any games in the series prior, and regreted it(I sold the game because I could not get into it). I have played almost every fallout game, and eventhough I notice a lot of flaws with this one, im enjoying fallout 4 a lot
