Yes, never mind that most of the new features in the game are designed to make it more like the original games rather then the inferior spin-off that came out 3 years ago, lets just concentrate on the graphics.

The only new combat oriented features are the melee cues and special attacks. Companions? Those were in Fallout 3 and I'm sure on the PC there have been many a mod that dealt with this. Oh yeah and I forgot that you could modify your weapon by attaching a scope to negate the awkward combat out of VATS...yawn.Only interesting new feature is the reputation system and thats it.
The game is as a whole, designed to be a lot less combat oriented like the original Fallout games. Companians were useless in Fallout 3 so its nice that they actually have use this time around. SPECIAL will actually matter this time around for conversations. Reputation may seem like a small feature, but based off Fallout 2 its a central component of the game.
Fallout 3's RPG mechanics were just terrible. The entire point of this game is to bring it closer in-line to the original games in terms of its design. Not to mention obsidian is far better at doing writing, storytelling, and consequences then Bethesda. Fallout 3 lacked any sort of meaningfull choices, and its writing and characters were all mundane and boring.
Thats not to mention all the mod-derieved features that are being included in this one, like Hardcore mod (which is totally going to change the game) and weapon customazations.
