That could simply be an issue with DX beyond the actual PC market. After all, I would think DX10 hardware should be sufficiently distributed by now.

Most probably because the original plan for the game development also had the possibility of a console port(as in a port to console). It may even now, but I think it is improbable.
Besides, It looks very good as it is.

Yep, the devs went to great lengths to state and re-state they built their engine to be multiplatform. It doesn't guarantee that The Witcher 2 is coming to consoles, but on the other hand they were always clear a console version would not make launch.

they could be building the engine for other projects aswell as the witcher 2.Whats to say they wont go multiplat on their next game or a witcher 2 port with redone interface and more like demons souls in the next few months if the money is there for them?

To be fair Crytek said Crysis 2 would be a DX11 game, pushing boundaries like the original one. CD Project never promised DX11, see the difference?
