Rockstar.
GTA3 was the defining game of last gen and they released Vice City and San Andreas, both of which were met with some serious critical acclaim. GTA4 was pretty good too.
Nintendo, there's really no way to debate this. They have by far the highest count of AA and AAA games, and tie for the highest number of AAAA games (1, tied with Rockstar and Kojima Productions). At Metacritic they have two games with a 97, one with a 95, 93, 90, 89, 3 87s, an 85 and many others in the low AA range... and that's just their console work. On the DS they have a 91, 3 90s, an 89, 88, 6 87s, and beyond that there are so many Nintendo deved 80-86s I'm gonna cut it off there.
I dare you to find any dev with even close to that many high scoring games.
My answer still wouldn't change, this year Nintendo released a AAAAE and a ton of AAEs.This decade is 11 months old. Jus' saying ;)

I want to say Bungie as well, if only because they managed to establish a franchise almost as big as Nintendo's big titles and in a fraction of the time. But I think the Halo train went hard for the first half of the decade, moreso than the latter half. Already by Halo 3, the popularity was ceding to Call of Duty. Maybe because I was younger then and was really wrapped up in the hype, but it seemed to me the Halo 2 launch was the highlight of that run.

There wasn't a year zero, you know.I agree with what the majority here are saying which is Rockstar. With the huge phenomena with GTA3 and on they're now among the best game studios in the world.

According to the Gregorian Calendar (the internationally accepted calendar, ISO 8601, Section 3.2.1) there wasn't a year zero. So the next decade doesn't start 'til 2011.

We are in the 2011th year, having been through 2010 years. In 1999, we were in the 2000th year and on midnight December 31st, 1999 we completed our 2000th year and began our 2001st year. Nintendo, they have made some amazing games, not to mention the fact that they won 3 GS GOTY and 1 GS AAAE, they are no doubt the best dev this decade.
