Both with equal time invested. I really don't think it would be close. I can pull off maneuvers on a M&K that would be literally impossible with a console controller. A jump hop 180 crouch that ends in a headshot is not unheard of in a PC shooter, but how could you even do that with a controller? You couldn't. Either you turn the sensitivity up all the way to pull off the quick 180, but then your crosshairs are completely unmanagable when trying to aim. There is no between. In PC, you get everything, you get the precision of a user controlled crosshair, and the ability to make quick turns with a quick move of your wrist.
I find that I have to turn my sensitivity down all the way to low just to keep the crosshairs from bobbing all over the place when I aim. And then because of the low sensitivity I make slow turns in the game like my character is baked out of his mind. It's just unnatural.
Could you do that in real life.... no
That's why consoles are better, more realistic. :D
Yes, a soldier could spin around instantly and shoot someone. I'm not even professionally trained, but I could pivot turn, use my natural point of aim, and, if you were within 10 feet of me and I had my Glock 30 already in my hand, you would be a dead man. Oddly enough, my character in COD4 is a trained SAS soldier, and he cannot do even what my wife is fully capable of.
