Put the .pdf link on the top so those who want it can click it right away. Let everyone else wait. As for me, I've never had an issue, given that the images generally load at the speed that I read the issue. :P

Read my suggestion! :P I've never really noticed an issue with the loading, and I think there is a general aversion to links here. People are lazy.
