get out of cyrodiil. randomly generated environments in a bland fantasy setting arent fun. even if bethesda sticks to randomly generating so much of their game world (although it would be nice if they didnt...), atleast have a better art direction and setting to give it some personality.
make the various factions have goals that are so conflicting that the player has to chose a few rather than be able to join them all.
better characters. meeting new people should be just as exciting as finding a new dungeon.
i like the idea of making action oriented combat. but if they are going to do it, then really do it. standing in front of an enemy and swinging until he is dead isnt very fun. counters, more fluid dodges, hit zones for ranged attacks, and that sort of thing.
AI can always be improved.
better leveling system. i like the idea of leveling what you do, but theres something wrong when you have to avoid using your best skills so you get a decent build, have to jump grind, and avoid sleeping. perhaps making it revolve around trainers would be best.
im sure there are more, but those are some of the bigger ones.

Random generated? Nothing was randomly generated as far as I'm aware, except loot and enemies appearing. Also, uh, if you're standing around that's doing it wrong when you're fighting. I never stood still but then again I liked archery. The leveling is fine, too. You just need to make a build that caters to what YOU want.there is a good deal of randomly generated content. mostly any tree, rock, bush, or plantlife was randomly placed. the entire topography was vaguely manipulated for a few areas and then the computer did the rest. its not different for every player, but thats how the world everybody played in was made.
warrior combat is a very simply hack n slash and adding sneak attacks for thieves doesnt make it much more involving. ranged fighting was mostly just backing up while firing. again, not very exciting.
and the leveling is not fine. as ive already said, you have to avoid using your main skills so you can level others and get a diverse set of high stat bonuses upon leveling (leading most players to put their most used skills as minor ones, which is just plain backwards). even the leveling of certain skills isnt without drags, like having to jump for hours and hours to level the acrobatics skill. is it somewhat realistic? sure. is it mind numbingly dull? you bet. and then once you maximize your build, you have to stop leveling (so enemies dont scale past you) by not allowing your character sleep.
