well... i would probably say gears. On the otherhand im sure uncharted (as well as cod) is to blame for all this "cinematic flare" that has been implemented in pretty much every other game this gen -.- Oh also nolan north.

Nolan North has an awesome voice and a flair for voice acting tho :P He made Dark Void bearable :P
like others have said Gears influenced Uncharted, cover mechanics, blah blah blah
Also games were becoming more cinematic before Uncharted, so giving it credit for that is wrong imo. However now that Uncharted has become much more succesful over the past two years or so, we are beginning to see more stuff like it. It does seem like devs are trying to give their heroes that "charm" that drake and pals have.
Gears. Uncharted looks influential, but it's just following the same trend of 'cinematic action' as other games have. It also happens to be amongst the best of the trend followers.
Personally, I much prefer the Uncharted series and would think more people would look to it for inspiration than Gears. Giving credit to either for influencing gameplay mechanics is silly; neither game paved the way for cinematic styles or cover-based shooting. Both had been done before, they just did it better. The only influence I would think you look too are the set challenges, puzzles, and art direction in each. BTW, Uncharted's characters >>>>>> Gears' characters.
