If you think there will be any difference between the PC version and PS4 apart from resolution and the odd lighting effect, then you are in for a rude awakening. It will be the same game with the same assets. Like all PC games compared to consoles. Unless it's Crysis 1 that was made entirely for PC and on consoles after the fact.
You're kidding right? In Crysis 3, there's tons of mssing textures everywhere, weaker particle effects like smoke during explosions, lighting and much more .
In The Witcher 3, there's again weaker textures, blander colors, etc, all the way down to missing npc's in the actual world. Just go watch proper comparsions on Youtube.
What do you even think a better version is? Do you excpect the max version to have new maps or something. The differences between the PS4 and Xbox are even smaller in those 2. Ofcourse, those are games that push PC hardware despite Crysis 3 having been limited to last gen consoles.
Even if CDPR doesn't give a **** out PC anymore (don't believe it), it wouldn't matter anyway because like always the game will still be better on PC. The maxed out ultra version will even have added furr on animals as stated. In fact, i'm willing to bet that towns will be far less populated on consoles. And as always, if one doesn't care about all this stuff, 60fps awaits. Ups, only 30 on consoles. No keyboard and mouse options. No choice.
EDIT: Regarding Crysis 1, that's what Star Citizen is trying to be for this time.
If a version of a game on PC has differences that, even on shitty compressed Youtube videos, you can easily spot the differences, that's what it's about. Crysis 1 was made from the ground up to look heads above anything for it's time. The Witcher was not. It looked amazing, but not on the level of what Crysis was. Which is fine. It looked amazing, and if CDPR delievers, TW3 will stand above other games too. But not that long ofcourse.
