Well, while I do think Rare had some great games back in the day, they aren't good right now. That means they were one-hit wonders. Sure, Perfect Dark, Goldeneye, Banjo Kazooie, and heck, even Conker's Bad Fur Day were great games, what else have they done that was really superb? Not much. Perfect Dark Zero, Viva Pinata, and Kameo were decent games, and yes, I had fun with all three, but they weren't "great" or "amazing." They were just decent.
Blizzard has been making great games from the beginning. The Warcraft and Diablo series, amongst others, have been the best games ever made for a long time. Bioware has also been a great developer for a long time, proving their worth as game developers.
I'm not saying that you're opinion is wrong, since it is your opinion, but in my eyes for a developer to be the best of "all time," they need to consistently make great games. Rareware was good years ago, but now? Not so much. Consistency is the key.

You're forgetting Killer Instinct, Donkey Kong, Starfox, etc...
I dunno about who I'd put up there, but I do know that there are plenty of contestants:
Firaxis -civilization & alpha centauri. 'nuff said.
Relic -now THESE guys have a real pedigree; homeworld, warhammer and CoH are my runner-ups for best RTS ever next to Starcraft. Honestly, these guys are friggen amazing and I hope they make millions more games.
Bioware- Bioware, all I can say is thank you for KOTOR. Thank you.
Black Isle- Planescape: Torment was my favorite RPG for years on end... the only game that eclipses it for me is Fallout.
Blizzard -Starcraft was my very first PC RTS... it's also why I've stuck with PC RTSes. it's damn near the best RTS I've played to this day-
Epic- sorry Valve, but Epic deserves this position far, far more than you do.
Irrational- if Bioshock is anything to go by, these devs rock. And I know from experience too... Freedom Force was one of the funniest and most fun games I played last year, and System Shock 2 was... for lack of better words, disturbing in an oustanding way.
These are the devs that I love to death and will buy anything from regardless of what it gets on any site. Really, these devs are teh awesomesauce and own anyone in their path. However, there are other devs which make me almost as giddy. While I don't think they deserve the title best developer, they are some of the best in the buisness.
Insomniac- I loved spyro. Crash-babies be damned, Spyro for me was a better game, and that was no mean feat; Crash was an awesome platformer. But Spyro was just more... engaging, plot-wise, gameplay-wise and just in everything. Imagine my glee when I heard that they were making another series, called Ratchet and Clank. I was somwhat skeptical as it was a pretty huge leap from what they had done previously... I really didn't like the idea of guns mixing up with my platforming. But hey, 1st impressions can be horrendously wrong, and I'm happy to say that mine was. R&C remains to this day the most fun game of last gen I had ever played. Okami ties for a close second, and Jak for 3rd, but they have nothing on Ratchet and I think loads of PS2 owners would agree. What's more, Insomniac has never made a dud. Well, in review terms anyways... Deadlocked was good, but not great like its predecessors. However, a "dud" for Insomniac is equivalent to a job well-done for any lesser developer.
Clover- Capcom, you horrible, horrible company; WHY did you shut-down clover?! WHYYYYY????!! I want that goddamn sequel to Okami, Capcom, and I doubt that you have the dev muscle to make it even worthy of the Okami moniker. Same with Viewtiful Joe. *sigh* at least Clover got to start over (Seed). But now they can't make the Okami sequel.:cry:

Out of all the devs in the world, you mention Bungie from the top of your head... Seriously, why do people have to hate on Bungie in EVERY thread!?
Rob likes Halo. I was well aware of that, he already acknowledged that he was not going to put it up there so I fail to see the big deal here. I am in no way hating it.Please Log In to post.
