Yeah, if you go by countries, UK is currently second. But it's only because the economic crisis hit Japan so hard - they were always second and will be back in that spot soon enough.
And for those claiming UK is bigger than Europe, LOL! Fortunately no one is dumb enough to believe that. In fact, both Germany and France are rather close when it comes to software sales.

It would be nice indeed. Sadly, people are currently pondering whether Australia is worse than Germany when it comes to censorship. The fact that Australia doesn't have an 18+ rating for video games doesn't help growth either.

The US is important but no region is "by far" the most important and it doesn't only apply to HD games. If we were going to use this logic than Japan is the most important region for handhelds but that's about it. I'm pretty sure UK makes like 30-35% of Europes market and it is the second biggest market. It is also similar to the NA market. Why would you act as though it doesn't hold significant importance?
