That is false, according to the Imaging and Science Foundation the 4 most important aspects to picture quality are. 1. Contrast 2. Color Saturation 3. Color Acuracy 4. Resolution All in that order. Whereas everything in a video game is built from the ground up in order to best resemble things from reality, probably built out of polygons in the game engine, then rendered etc.

if the output hardware (display) is the same, then surely differences will arrive from the input source quality? (DVD vs Blu Ray, Xbox 360/PS3 vs high end PC)
