what is the best looking cel shaded game?

I would say Wind Waker and the Naruto Ultimate Ninja Storm Games.

Still Wind Waker.

Prince of Persia comes to mind.

While I didn't enjoy it,it did look beautiful.

Gundam Musou looks fairly good. Does a really good job of making the models look not Cel Shaded, but they are. It's more apparent when your actually playing the game and you get a really close up view of the characters.

I always loved the look of Rogue Galaxy:

Prince of Perisa by far.

Jet set was ahead of its time. Still looking great.

Might be Youkai Watch for me, even with low detail screenshots it looks good.

Wind Waker graphics are sooooo overated. They are good, about as good as other cel shaded games I can say Viewtiful Joe, Wind Waker, Killer7, etc but Prince of Persia is the current best, it's just beautiful.
