No, it's not. lol. There is no way you can know that for sure, that's just a bunch of PR bull. It's a port, the game has been worked on for years for the PS3, and then the White Engine was retooled into Crystal Tools for the PORT. It's a port.
You sound as if you have a 360, and no PS3, so you have a Personal stake in believing it's not a port. i'm right, aren't I?
The FF team responsible didn't even start porting the game until recently...

The long-awaited Final Fantasy XIII (PS3, 360) will hit Japan in 2009, developer Square Enix reaffirmed at a dedicated invite-only event this weekend.
Following contradictory reports from numerous sources, the studio confirmed to Shacknews that all news stemming from the recent event was for the Japan only, including word that Final Fantasy XIII would arrive in 2009.
Though Square announced an Xbox 360 port of the one-time PlayStation 3 exclusive RPG at this year's E3, the studio has not yet started work on or even received the development kits for the port. A playable PS3 demo, meanwhile, is due out in March.

LOS ANGELES -- Speaking through a translator, Final Fantasy XIII producer Yoshinori Kitase explained the company's plans to bring the game to the Xbox 360 as an effort to "bring as much fun to as many people as possible."
More pragmatically, he also mentioned that the change in the title's PlayStation 3 exclusivity was necessary due to "market situation for the Xbox 360 in the U.S. and Europe."
Square Enix claims the game is still far too early in development to reveal (or even speculate at) a release date, though the company did reveal their current work schedule: First, the company will finish the Japanese PlayStation 3 version, which will then be localized for North America and Europe.
Once that's completed, work will begin on the Xbox 360 version.
Though that would seemingly indicate a delayed release for the newly-announced port, Kitase emphasized Square Enix's efforts to release the different versions nearly simultaneously.
"As for the timing between the U.S. and Europe, we will try to make it as close as possible. We'll try to expedite localization," he said.
Unfortunately, Square was unable to reveal how the storage disparity between the Xbox 360 and PlayStation 3's game discs would be dealt with.
He stressed the company's goal to keep the two versions as similar as possible, however, saying "the content will be the same, though the format might be different."

The fact is, the PS3 version is what's in development right now, and the team is working to specialise that version to the very best of the PS3's abilities," series Producer Yoshinori Kitase did, in fact, add.
"After that, we'll do the 360 port and optimize it to that particular hardware."
It goes on and on and on man, so it's okay, the game will be fine, but don't say it's not a PORT, because it is.

Thus... they wouldn't make a PS3 specific development tool compatible with the 360, thus while the game will be ported from the development engine to the 360, it will also be ported from the development engine to the PS3... if the 360 version is considered a port then the same can be said of the PS3 version.
The 360 version is not being ported from the PS3, if it was the delay would be even longer to optimise the game (joke).

What else do you need, the guy in charge of the whole deal, Yoshinori Kitase said it's a port, and they hadn't started work in August 08!
