Ok, I've done enough research - my head is spinning. Perhaps if we had a solid set of guidelines. Are we looking at parent groups such as SCE Worldwide Studios or do we just look at individual units like SCE San Diego and Naughty Dog? Then what about Nintendo EAD? Do we count that as a single enitity or count the individual software groups like Number 3 (Legend of Zelda), Number 2 (Wii ____ series) and Tokyo (Mario Galaxy)? What about the developers that have multiple teams in the same place and don't differentiate at all (like Valve, Blizzard and Bioware)?
Blizzard! well, at least once StarCraft2 and Diablo3 come out. wait...that might be next gen, nevermindCrispenzWell starcraft 2 is coming out jul 29th :D while diablo 3 if where lucky we will see a Q4 2011 but 2012 is alot more likely and i don't expect a new console till at least 2012 so a good chance it will be out in time for this gen. But as it stands i would pick valve made alot of great unique games and some of the best if not the best mp of all time. TF2 Half-life episode 1 & 2 Portal Left 4 dead 1 & 2
Damn man, that's a lot of research for an innocent topic that simply wanted to know the impulse response of people. In that case, I'd have to go with Sony. Not many developers have the talent and breadth of development of SCE. Perhaps the closest would be Nintendo that, while they arguably have the greatest mind in gaming (Miyamoto), don't quite have the scope of SCE.
I guess I was just disracted by the poll and posters seperating Naughty Dog and other specific development groups, but not others. Maybe I'm just not good at off-the-cuff responses.:D
im goin with bioware...mass effect is an awesome series......as is dragon age origins.....pretty much any bioware game is worth the full price tag......i would say i would have voted for nintendo because of their sales....but nintendo didnt move into the current gen.....wii is subpar for this gen....but pretty good for last gen (still couldnt compete with pc graphics ala geforece 7 series)........thats the only reason i didnt vote for it cause i still consider it last gen

As good as Professor Layton is, I don't think it'll get them many "best developer" votes. Besides that (which they're taking ages to translate), they've only done Jeanne D'Arc and White Knight Chronicles. No Dark Cloud, no Dragon Quest (yet - outside of Japan).
We got some good ones.
Bio Ware, Bestheda, Blizzard, Relic, Rockstar, Capcom and Square Enix i rate highly.
Take Dragon AGe origins not only is it excellent its also optimised to run well and look great. FF13 well made and no bugs as usual from FF games. Bestheda for the sheer scale and detail in Fallout 3 and expansions. Blizzard for the fantastic WOrld of Warcraft. Relic for one of the best RTS series of games ever created and for recreating the Warhammer 40000 Universe in a refreshing and respectful way in the Dawn of War games. Rockstar for Red Dead Redemption and moving away from the typical scenarios. Capcom for consistent high quality in big titels like Resi and Street Fighter.
Bioware is second to none. And Dice should have been replaced with Bungie. Seriously, how are they not even on the poll? They weren't the first to do it, but they revolutionized the shooter genre on the console platform.
Hmm... that's really quite tough.
Of my three favourite developers; Bioware made Mass Effect 1, but I didn't find Dragon Age or Mass Effect 2 that memorable. Bungie made Halo 3, but ODST wasn't quite up to Halo standards and neither was the Reach beta (despite its beta-ness). Valve released possible the best game (or 'package', if you'd prefer) this gen - The Orange Box - and although Left 4 Dead was good and so was the second they've really been slacking in Half Life terms.
Of the others; Naughty Dog and DICE have both made some great games, but I haven't liked them enough to put them over any of the above, even considering their shortcomings. I've also greatly enjoyed games made by Quantum Dream, Infinity Ward (:O), Bethesda, Ubisoft Montreal, Rocksteady Studios, Realtime Worlds and Kojima Productions.
What would I choose?.... Can I do a top 5? :P
1. Valve, on the assumption that they have a Half Life themed suprise coming up at E3
2. Bungie, because of Halo 3 and the thousands of matches I've played on it
3. Bioware, mainly because of Mass Effect 1
4. Bethesda - despite the mountains of interweb hate I can't help but fall in love with their worlds
5. Hmm.... I think I'll go with Quantum Dreams. Heavy Rain was awesome as well as being more innovative than nearly any other game I've played in the last few years. Just hope other developers follow suite and we have the creation of a proper new genre.
Oh, and I left Nintendo out because there's still so many of their games I haven't played. Hopefully I'll have time to get up to date in the summer holidays.
Relic (Seem to be the only ones innovating in the RTS genre)
Infinity Ward (Loved CoD 2 and 4, not so keen on MW2 but that's probably down to CoD fatique rather than declining quality)
Gas Powered Games (I was lacking in hordes of robots and they sated this thirst)
Honorary mention to Taleworlds because I love to swing my sword/axe/warhammer/bardiche.

Most answers in this thread are wrong seeing how a big majority of these devs. being mentioned have only created 1-2 over-paraised games. Bioware has made what? Mass Effect, DAO.....and....? Same for Naughty Dog, which are seriously overhyped by cows.

..haven't done anything else except build an extremely impressive engine from the ground up on a console that is so "challenging" that valve won't even touch it with a real effort, while valve makes games that are just mods of the same engine. Yeah, that's really impressive.
