Should also add Blizzard to America with WoW, Diablo and Starcraft. Could also add Valve and Bethesda since you have games like games like Portal, Skyrim, Falluout 3. Heck speaking of Fallout you could add Obsidian too.
I Prefer European games, mostly because they in general seems more diverse. That causes more hit or miss games, but when they hit it big, they tend to hit really big.
the NA games tend to more alike, protagonists, stories, even settings often have an odd "samey" feel to them. THey ofcourse also hit big, but most of them (to me) is in some safe area of "above average, never failing never truely inspireing).
There are exceptions to both, in reality it comes Down to each induvidual developer and how they make games. But one can not dismiss that the diversity that Europe has, does bring out ideas and settings that would rarely if ever from an NA dev.

Aren't most game companies multi-national these days?
The company that created the GTA series was founded in Scotland but I'm sure like most other companies, they have people all over the world working on each game.

They're are many references and stuff related to Scotland in the GTA games.
Very hard to choose one over the other... But if I look at my top 10 favourite games, most of them are made by American developers.
Let's see... Retro Studios is one of the greatest Devs of all time and they are based in Texas. At the same time Rocksteady has worked themselves to the very top and they hail from London. Then there is Michel Ancel (I have tremendous respect for him) and co. reside in France so I might have to give the edge to Europe right now.
A lot of my favourites come from Japan though
Killzone is europe, no? Also, the industry and has reached a point where people go all over the place.
However, the correct answer is Japan.

Well Rockstar is comprised of a number of development studios. So Rockstar is a British company that has its headquarters in the US, and then multiple studios in the US and the UK. So Rockstar North is in the UK and responsible for GTAV while Rockstar San Diego made RDR

Yeah that's kinda the point I was trying to make...
Japan destroys all but if I had to choose I choose Murica! But then again looking at all those games it seems like they all have a gun in their hands. I wouldn't be surprised if the characters inside the racing game covers were driving with a gun in each hand.
Knock it off with all the gunplay Western devs! Makes me sick.
When i look America and Europe game, the big differences is that Europe developers usually makes story games, or open world games meanwhile America games are corridor shooters. Also we can see that Europe games has most new IPs meanwhile American developers milking games. Also funny thing is that Europe seems to have most horrror and racing games too but America less.
Stalker, Alien Isolation, Bad Company 2, Crysis has more hardcore gameplay and less milking than Call of Duty, Resistance, Medal of Honor, Titanfall.
If we compare action or third person games, Europe has Mafia, Batman, Alan Wake, GTA and Hitman. Look how different and uniqe games those are. If we have america side like Uncharted, Gears of War, God of War, Dead Space and Tomb Raider, those are all cover, shoot and boom games. Corridor shooter games that is mostly very scripted to have cinema action scenes. Not a mention that those games are very milked.
Looking upcoming games, almost all EU games are open world meanwhile America games are just a corridor shooter games. Too bad that America developers are too lazy to make something new.
