I don't think Nintendo focused on game play instead of graphics for the Wii. My belief was to create a cheap innovative console. That was easy to develop for, and they hit it. The reason for it, and the reason for it being the king seller is price. If it cost the same as the PS3 and 360 I think we would see a very different story.
You develop the technology with something that is known, (like the GameCube), update it, faster bus speeds etc... you aren't pushing your R&D budget too much, you develop motion controllers, no new technology or ground breaking, especially in its original form. And push out games that don't require hige budgets to make.
Because it is simple you can re-use existing art assets and animation content, update it for the new graphics engines available, and you have a "new" *cough* game for the platform, despite it looking very similar to the original.
