First: The 360GPU > PS3GPU myth is just that: A myth. I fpeople want to argue that the 360 has a more versatile structure that allows for more efficient RAM access between the CPU and GPU, that's fine since it's true. But just because it's difficult to get the RSX and Cell to work in tandem that doesn't mean the developers are incapable of pulling it off. Hideo Kojima, for example, explained this.
Second: It doesn't really matter that Oblivion got a year's worth of extra development time since it was such a simplistic game to begin with. The real thing that kept 360 developers from making it closer to the quality of the PS3 was disc space; 9 gigs just wasn't enough to do all they wanted. PS3 was going to upscale the game's graphics anyway, but space was the real problem.
