Started as a freeware on Newgrounds.com. Some kid created that game on the PC and it's a PC game.

Still was able to get a flash game to retail, one from the PC.CJL13

Because they got lucky and a publisher thought their game was cool.. the vsat majority of independant Pc developers will never get that lucky.. and they cannot publish games themselves. this is why Wiiware is so great.. those developers will always be able to get to an audience..

Which is also used as a developing tool for developers. XNA not only let regular people make games but it makes game developing easier for some small developers, ie. indie devs.
