That doesn't make sense. How did they waste Epic's money if Epic planned on giving the stuff away for free?
They didn't waste Epic's money per se, but it might have cost them money. As Mark Rein said, Epic feels the best way for them to profit off Gears of War is to provide their customers with free additional content updates, thereby increasing their games' sales. The problem is, Microsoft doesn't profit when Epic does that, and Microsoft wants a cut, so they make Epic charge for the content or not allow them to have it at all.
