In a programming sense you couldn't be more wrong, there is more coding correct BUT coding and lines of code themseves are not what takes up the space. Modern games tend to hae more detailed, more numerous and more various textures and geomety. THIS is what takes up the most space, models and textures NOT lines of code which make these assets work.
And since both consoles have pretty much the same texture memory that is not a huge sticking point, there has hardly been a game that even half filled a Blu-ray, you simply don't need that much space.
Anyway even if you were right (and you are not) it's a simple principle of programming that more code =/= better code, as the assets we code for get more complex there is more coing needed but simply extending your code will not give you a better result.
Anyway games can be bigger for many different reasons, take Lost Odessy for eample, it needed more disks becuase of it's heavy use of CGI. 2 Disks are becoming a good idea i agree but it's not that bigger deal if im honest, 2 DVDs is proabaly all we will see this generation for most standard games and that is not even on the horizon yet (has any developer complained about lack DVD of space recently?) I didnt say it will use the whole Blu-ray and yes for normal games which doasnt use pre rendered CGI 2 DVDs are more than enough, and about Lost odyssey it used 4 DVDs cuz of CGI + Voice acting that game had english + Japanese + French + Dutch voice acting.
