The CPU will still be a bottleneck regardless of how much your fanboy mind wants to believe otherwise. Not all games will be able to achieve 1080p/60fps.
At 1080p resolution, fat Intel CPUs can drive PC games to 144 hz to 200 hz. 60 hz is not a threat to proper spec'ed gaming PCs.
X1X's CPU improvements
If X1X CPU's IPC is increased to 1.4 IPC then it's 2.3 Ghz Jaguar is like ~2.99 Ghz stock Jaguar.
One of the key improvements between K7 and K8 is with TLB.
Athlon XP's L2 TLB has 256 entries. 3 IPC theoretical
Athlon 64's L2 TLB has 512 entries. 3 IPC theoretical
Jaguar's L2 TLB has 512 entries. 2 IPC theoretical
Ryzen's L2 TLB has 1500 entries. 4 IPC theoretical + 2 IPC from decode cache.
X1X CPU's L2 TBL has 2000 entries. 2 IPC theoretical.
The CPU has to access main memory for an instruction cache miss, data cache miss, or TLB miss. The third case (the simplest one) is where the desired information itself actually is in a cache, but the information for virtual-to-physical translation is not in a TLB. These are all slow, due to the need to access a slower level of the memory hierarchy, so a well-functioning TLB is important. Indeed, a TLB miss can be more expensive than an instruction or data cache miss, due to the need for not just a load from main memory, but a page walk, requiring several memory accesses.

TLB cache improvement is like turbo charge compressor while lower latency for main memory access is like larger cold air intake. Turbo charger + large cold air intake maximizes the existing engine.

I know a thing or two about hardware and how it works. My predictions have been spot on regarding what the Xbox One X can do. Kuu2 said he expected the console to run most of its games at 4K/60 and Ron said the console would be better than a GTX 1080. All the charts and graphs in the world can't save Ron from his wildly inaccurate assessment of the hardware before, during and after the reveal. And now it's funny to see sources like Dealer Gaming being used here. It's no wonder people are so misinformed.
And why is it that people think I'm being "negative" just because I'm not falling for the hype? I can be excited for the console while saying that I don't believe the majority of the AAA 3rd party games will be native 4K, or that the console won't perform better than a gaming PC with a GTX 1070. You can go ahead and call it beast mode if you want but the point is it will give you the option of a 60 fps mode with the CPU boost mode. This is great news because it means developers have the option of enabling a 1080p Ultra PC graphics with a rock solid 60 fps on every single game that they choose to enable it for. This is great for people who haven't upgraded to 4k TVs also even if you did upgrade to 4k TV, this may simply make more sense for playing some games.

I did it when only Forza was confirmed by a third party to be running native 4k. There was no confirmation for other games, even if a dev says or shows a game running on a dev kit at native 4k it isn't confirmed, it can pretty well happen as it happened to F1 2017 where the dev said it was going to be native 4k and then they lowered the resolution to improve performance on the final build. Many of the games we won't know are going to run on native 4k until they release because the final build is very different to what the dev expects to achieve or what he runs during testing phases. Ronbot is incapable of understanding the definition of the word "confirmed" but we all know english is not his strong suit, does he has a strong suit other than spam though?.
