A rhetorical question to be sure, but I somewhat lean towards the former answer. Why, you may ask?
Who is the more foolish, the one who stays quiet amongst others, or the one who assumes such a man is a fool without contact?
Do we really need to know how much damage each attack does to us?
Wouldn't a better plan be to not get hit?

Gent: Not really. We technically didn't need to know how strong everything was but it certainly helped to know...though that case is just slightly different.
It's less about warning how much a player REALLY wants to avoid one attack while mocking another...and more just TO KNOW in of itself. Get it?
Kuro: I...don't think you know how to either. I have the right tools as is and experience in related fields. It's hard to explain how I'd even go about this as I haven't thought it through..but I could whip up ideas quickly enough should I decide to do it. Some attacks would be harder to measure then others...
Do you even have the GoW1, GoWII or CoO guides?
It should be NORMAL first...I had to make an exception for GoW1 because I needed attacks to deal 1 damage but because I had the guide to reverse the value to 'normal' it wasn't a big deal...though testing got ugly fast as I found just how 'odd' the values really were....not nearly as neat as with GoWII to say the least about that experience..
I could get into all that but I've forgotten where the 'Soul' focused run coverage was done. I'd have to find it before giving this question a proper go.
To save MrSK some time, I'll say this:
You are getting maximum efficieny. That's it, they suck, worthless, don't bother with them.
Thirded. Legion of Souls sucks so hard that it blows.
Go figure.
MAX BH gives MASSIVE DAMAGE. One shot killing of grunts. Forget the specials, MotK is usable/spammable
Flick are for:
-Cheap but slow tactics abusing sweet spots and the like (1/3rd a point of damage per hit *not even qualified as 'chip')
-padding, sustaining, etc. a combo with BH
-creating an opening *stun*, lock or even juggle *downed foes*.
NOTE: "juggles" being one thing it does fairly well if you care to use them with the BH. Bow Tricking/Canceling basically replaces this approach before players ever realize such an alternative exists for any particular foe
-interupting lesser attacks and baiting attacks/reactions
Legion are for:
-The same but at 1/5th a point of damage per hit with 3 at once
-Bounce/liift properties *though they don't stay out without the BH so the usefulness of this drops signficantly*
NOTE: Both look marginaly less crap in GK Titan conditions due to the absurd weakness of other attacks versus what they would usually be able to do.
NOTE2: Neither are effected by difficulty settings
Sadly they both have plenty of downsides:
-Short life span/reach, few hits, little power, etc.
-No effect on statues or even some living targets like bosses
-Disappear when the BH isn't equipped/out
-Relatively few targets are tied up well by either while taking damage
NOTE: I feel that as they are, it wouldn't be so horrible if flick and legion could hit all proper targets while staying virtually the same in other respect..if only the power were increased to flick being 1 damage per hit and Legion was at least 1/2 a point of damage per hit.
Gent: There's one obviously good/spammable special per sub.

MrSK:Duh, he was a boss. Besides, the guy didn't really use Shang Tsung's fireballs, only once, and that was a single. I got really good at all of Shang Tsung's fireball techniques. Kuro:I haven't really played an MK game since 3, and the fighting games I've bought since then have been few, I'm not into fighting games in general, but MK always had that nice, brutal feel to it, and was complicated, but not quite as much so as Virtua Fighter, some of the combos in VF4 were insanely hard to do. I tried to master the ninja guy, but there were one or two that still eluded me I think, but some of the big combos for the other guys were just insane.Indeed. However, he was no Shao Khan.
