We review games based on games on the same platform to an extent, but there is more to a game's quality than what has been released on its platform. If a crappy RPG is released at a system's launch, should it get a 10, since there is no other game in its genre on that system? If so, then Enchanted Arms would be a 10. Every launch game would be a 10. You are arguing semantics here for the sake of it; I would ask you to think realistically, rather from the standpoint of someone looking to defend or discredit.
Games don't exist in a vacuum, and rising standards of technology from generation to generation don't mean that our ideas of enjoyment and quality are wiped, as if you pressed a reset switch. Far from it; as standards rise, so do expectations. You could view Too Human as an RPG is you desire, or an action game if you desire, or realistically, as an amalgam of genres, which is what it really is. Interesting and ultimately unsatisfying control scheme aside, it's quite easy to find comparisons to other games--games that have better action, better role-playing elements, better pace, better visuals, and better balance. Just because Too Human is superficially a unique take on standards doesn't make it good. Rather, it's easy to get the impression that by trying to be different, Silicon Knights forgot to make a game that's consistently fun.
In any case, there are 14 paragraphs of evaluation to read, so it is silly for me to offer more explanations. Read the review to get our take on the game. At very least, understand that the text comes from decades of gaming, and like every journalist, my experiences with games of many genres and on many platforms inform the Too Human review.

But don't assume that everyone has your same experiences either.
Don't discredit something because you've done this or that in the past. And its not new or better than something that you have experienced in the past.
It must be viewed on its own merits. Look at it like you don't have 20 years of gaming history, that is the way you must approach game reviews.
Because if not, you're not doing anybody any justice.
