With tactics alone, you do not accomplish anything. You need a combination of strategy and tactics to be able to achieve something. Strategy can be as complex as commanding whole military divisions around a continent. On the other hand, strategy can be as simple as maneuvering an infantry squad around the battlefield or creating a battle plan for a small military force. Without strategy, you cannot win a battle; Without tactics, you cannot win an engagement. Or like a famous person once said: "Without strategy, you have no need for tactics, for you will not get an opportunity to perform them." Yes, that famous person was me... :P
So, my point is that every RTS game involves at least some degree of strategy or else you probably wouldn't even be able to do simple things. For example, like moving your units around. They would just be stuck, unable to move anywhere.
So build order is strategy then? Because everything else is just unit engagement... In my opinion strategy is long term decisions while tactics is short term, and I don't see much games focusing on more then just unit engagement ;)
