Yes you're getting background downloading but it won't let you play games while doing so.  You will be limited to viewing the XMB and its features like listening to music or viewing photos etc.  How many times must this be said?

Did I say anything about playing the games online?  Nope, so stop putting words in my mouth.  Btw at least 360 lets you play games offline while background downloading which PS3 can't due to lack of RAM I believe...
