Concerning Soi Fon it seems to me that the reasons for her not using bankai is one of the following:
A- She does not posses bankai
B- The abilities of her bankai are not appropriate against Barragan's powers
C- Her bankai is too dangerous to use in their current location
D- Her bankai has some recoil effect that could end up taking her down as well
In situation A, Soi Fon will have to perform an elaborate or creative move in order to defeat Barrgan.
In situation B, Soi Fon will have to manipulate the available resources into her favor in order to overcome Barragans powers or (insert Situation A here)
In scenario C, Barragan will be lured out and made go boom. Yay.
In scenario D, Well wtf go ahead and use it, pansy.
Sure there could be other reasons but i see those 4 to be the most likely reasons for the withholding of bankai on Soi's part.
