There is nothing really egregious and the game looks good, but that somehow makes the flaws more noticeable.
The environments feel lifeless (very little is going on around the tracks, trains don't move, etc.), the lighting is overdone in spots and doesn't seem to really behave realistically, while the shadows don't seem to move or change at all, and once some of the effects are toned down in the game there are a lot of flat textures (building facades, trees) and undetailed textures that pop out pretty clearly.
By comparison while Drive Club looks worse in a number of ways, it seems more natural also.

Unbelieveable, it's funny because I've been reading comments about how theres actually "too much" going on in the environments and that it's "a little overwhelming". I can't possibly see how it's sterile when there birds flying about, pit crews and a flag girl near the start, trackside spectators modeled very well that are actually moving, cheering and waving their flags about - even helicopters could even be seen in the sky in some gameplay videos. Come on man, what more could you ask for, at this poiint, you're just nit-picking.
Graphics? Turn 10 has always gone an artistic and 'stylized' approach when it comes to their visuals, that's nothing new. And the textures on the buildings? Have you seen actual pictures of the architecture in Prague? Most, if not - all building have a "flat look" to them. Jesus christ, you guys are worst than GAF, and I didn't think that was possible..
AS far as the pop-ups is concerned, the game is still in its beta stages. It's not done. The only things I saw moving were some flags (in the same way at roughly if not exactly the same rate), a couple of helicopters (barely), and a bird or two. There definitely wasn't much going on that I noticed.
The biggest deal though was the lighting and shadows, they didn't really change at all and that destroys your ability to suspend disbelief. If they actually had dynamic lighting/shadows then I imagine I'd be very impressed, the lack of it just makes the whole thing look wrong.
As for their 'stylized' approach as you call it, you're free to consider it that way and I'm free to consider it as I always have: plasticky and bad. Oh and the buildings don't just look flat, they are flat in many cases (flat 2D surfaces with drawn-on window details), I'd be VERY surprised if that actually isn't the case. I really don't think I'm being unfair to the game here.
Was that based solely on gameplay or screenshots?
Oh and the window textures? They aren't flat 2D surfaces. I'll see if I can grab some screengrab some from the 1080p videos floating around.
