I played both on the XBox, I finished KOTOR twice and frankly got very bored with Jade Empire and never finished it. Bioware are more than capable of making poor games every developer is, not saying that Mass Effect will turn out bad but there is always the chance.

The purpose of a beta test is to gain feedback and testing, allowing millions of people to give feedback would be very unwise. You start the beta test with a relatively small amount of players to give you feedback then you open up the beta before the product is released to make sure the servers can handle the stress and all the little bugs have been squashed. This is how it works in MMO's and although you dont have dedicated servers in Halo 3 they will use it to test the matchmaking server etc.
