I've noticed the same thing over the years lol. Japanese devs just seem to make far more stylish fighters, especially concerning animations.
I think Sony Santa Monica may be one of the few Western studios who'd do the animations and style justice.

I think generally japanese fighters try to capture the fluidity and gracefulness of combat while westerners try to instill a sense of power and brutality. That's why they tend to walk in that exagerrated manner stomping their feet and it seems like every single hit that connects the game sort of micro stutters...to amplify the force of the hit.
