It can be.Even if (and I say if) marriage was, at first, a religious concept, it is no longer the case. In order for your marriage to be recognized, you must have it go through the state. You need a legal witness. You need to sign a marriage certificate. For all intents and purposes, even religious marriage is just civil marriage.
