Do you own the game? It's not hard to find multiple 60 player games on peak times. There are a few servers with 126 players as their cap, which is great considering it released fairly recently.

The real issue would be server lag, but that can be fixed with a server upgrade if people wanted it enough. Either way, all I'm saying is you have the option in ArmA II. I find 60 players more than enough TBH.
